Job Title: Senior Regional Officer – Occupational & Environmental Health
Job Objective
Assist the Section Head in the development of policies, strategies, standards, and plans related to
Occupational & Environmental Health. Provide scientific, technical and epidemiological expertise to
region team members. Conduct site visits and consultations as requested and assess compliance with
applicable laws, regulations, standards. Coordinate the provision of training programs for external
partners.
Key Responsibilities/Duties
Managerial Role:
Supervise activities performed by staff and ensure they are completed efficiently, accurately, and
in a timely manner;
Monitor the performance of the staff, and review all performance reports prepared by them.
Organizational Role:
Perform periodic performance appraisals for the staff (in coordination with HR Section).
Functional Role:
Identify areas of OEH where increased focus is needed and develops plans for review by the OEH
Section Head and Headquarter Team;
Provide leadership and direction in all areas of risk assessment, loss control, regulatory and safety
programmes including collaboration with other agencies;
Develop and provide scientific, technical and epidemiological expertise to OEH regional team
members and community in the OEH areas (e.g., industrial hygiene, occupational safety, etc;
Manage the implementation of OEH programmes, promotion activities and training in the
regions;
Conduct and supervise regional risk assessment, risk management and health impact assessment
activities;
Monitor local hazards and project impacts including analysis of data received from regional
surveillance, and facilitate transfer to Headquarter Office;
Conduct required site visits and consultations, identify unsafe conditions, assesses compliance
with applicable laws and regulations, analyze data to identify trends, prepare reports, define
control measures, monitor corrective action plans, recommend processes improvements and
policy and procedural change;
Assess the need for training in regional staff and report to Section Head;
Provide technical input to the HAAD Policy and Standards team to develop OEH standards;
Provide technical input to the healthcare facility inspection team on the incorporation of OEH
aspects and monitor outputs;
Provide technical input to health promotion on requirements and objectives for OEH campaigns;
Propose and support regional OEH research based on the regional needs or identified trends;
Provide or coordinate required industrial/occupational hygiene, safety, environmental and
legislation consulting and training at the regional level;
Monitor effectiveness of regional OEH activity and provide input on potential areas for
improvement;
Manage all OEH initiatives on a regional level and ensure alignment with the HAAD’s strategic
objectives;
Assist the HAAD Headquarters in the development of OEH strategy, policies and standards;
Monitor regional staff utilization, development and performance evaluation and reports back to
the Section Head;
Support the Section Head and Headquarter Team in the planning, implementation, and evaluation
of OEH interventions tailoring them to make them effective in the region;
Support the Section Head and Headquarter Team in managing expenditure on regional initiatives
against budgets;
Support the Section Head and Headquarter Team in preparing status reports on performance
against operating plan targets and KPI’s;
May liaise with HAAD support services on behalf of the regional teams from time to time;
Direct and coach other regional employees in the section on a daily basis;
Ensure that regional OEH Staff are complying with HAAD policies and standards;
Perform such other related tasks as they arise and as delegated by the Section Head –
Occupational & Environmental Health.

Preferred Qualifications:
Minimum of an M.D Degree / Bachelor’s Degree in OEH or Master’s Degree in a relevant
discipline
Preferred Experience:
Minimum of 5 years of relevant experience;
